Biliteracy Program
About Seal of Biliteracy

The Arizona Seal of Biliteracy recognizes high school students who achieve proficiency in one or more languages in addition to English. The Seal is affixed to the student’s diploma and noted on their transcript. It encourages students to pursue biliteracy, honors the skills they acquire, and provides evidence of valuable abilities that are attractive to future employers and college admissions offices. Students earn the Seal of Biliteracy in their senior year of high school. To qualify, they must demonstrate proficiency in English and in at least one additional language, such as Arabic, Chinese, French, German, Russian, or Spanish.
English Language Requirements
To meet the English requirement, students must:
- Maintain an overall GPA of 2.0 or higher on a 4.0 scale in all English courses since freshman year.
- Successfully complete all required English courses with a cumulative GPA of 2.0 or higher on a 4.0 scale.
- Demonstrate English proficiency by earning a passing score on one of the state-approved assessments.
- English Language Learners must obtain a score of Proficient or Higher on the AZELLA assessment.
Second Language Requirements
To meet the requirement for another language, students must:
- Demonstrate proficiency in a language other than English through an approved proficiency exam. (These exams must be completed in grades 11 or 12.)
- Achieve the required score on one of the following: Advanced Placement (AP), International Baccalaureate (IB), or ACTFL’s Assessment of Performance toward Proficiency in Languages (AAPPL).
Additional Benefits
Students who earn the Arizona Seal of Biliteracy also fulfill the two-year foreign language requirement for admission to Arizona’s three public universities (ABOR institutions), ensuring they are not considered deficient in that subject area..
